Krasnoyarsk, a Russian Siberian city, hosted the 2019 Winter Universiade, offering athletes a true “Real Winter” experience with cold winters and plenty of snow. The event attracted over 2,500 athletes from more than 50 countries competing in 11 winter sports. It was the first Russian city to host the Winter Universiade.

The Event Planning Group (EPG) was engaged by the Local Organising Committee (LOC) to provide strategic planning services, focusing on Master Plan and Operational Planning consultancy. The project was completed in two phases. In the first phase, EPG facilitated workshops with the LOC to review the event Master Plan, which was found to be of excellent quality. EPG’s task was to outline how the operational planning process to further develop the Masterplan.

The second phase involved delivering a Master Plan Consultancy Report that recommended enhancing the approach to Integrated Operational Planning, outlining the key initial outputs like Model Venue Operational Planning (MVOP), Model Venue Exercise (MVE), and Venue Requirements Documents (VRD). EPG also developed a detailed Roadmap for key operational activities leading up to the event in 2019.
