On 29th November 2011, the University Sport Federation (FISU) announced that Almaty, the unofficial southern capital of Kazakhstan, would host the XXVIII Winter Universiade. The Universiade, or ‘World University Games,’ is an international multi-sport event for university athletes. With one-third of its population under thirty, Almaty, an ideal location for the competition, combines educational and cultural activities over eleven days of competition. Over 2,500 athletes from more than 50 countries competed in six compulsory sports and three optional sports.

Event Planning Group (EPG) was engaged by the Organising Committee to provide strategic advisory services and assist in the development of the event’s Master Plan. EPG took a comprehensive approach, first understanding the organisers’ needs, assessing the feasibility of meeting those requirements, and then developing solutions to ensure successful delivery of the event, which attracted athletes from around the world.
